I want to become a golf instructor. But I don’t want to be just an average one. I want to become PGA certified. If I went to a golf college, such as the one on golfcollge.edu, would I become certified?

I highly suggest not even bothering with San Diego Golf Academy or PGCC. They are not certified by the PGA of America. There are other routes that you can take but in order to break into the golf business. It’s a tough road but if you are willing to give it a shot then here is some advice.
First, there are colleges that have Bachelor Degree programs in Professional Golf Management (PGM) I know that there are about 20 in all, including Arizona State and Florida State among others. You can find the list at pgalinks.com
If college is out of the question for you than you can still do it, but you need to find someone that will hire you to perform qualified work according to the PGA. You will need to perform that work for a minimum of 6 months before you can apply for the PGA/PGM program. While working it will be in your best interest to pass the Playing Ability Test (PAT). You can find the schedule for your state at pgalinks.com. Finally, once all of this is done you can apply for apprenticeship with the PGA. You will get all of your level 1 materials and once you have completed the self study you will attend a checkpoint in which you will be tested on your current knowledge. If you go through with this, be sure to study. So many people fail these exams. After you have completed your last checkpoint then you can apply for Class A membership with the PGA and become a PGA certified golf instructor.
